My guess, based entirely on my own feelings so it could be wrong, is that he doesn't wish to participate in the narcissistic lameness that is Twitter.

Edit: Although, in the interest of full disclosure, I do enjoy tweetingtoohard.com. I often wonder how those people can move under the weight of their own ego.

You can always download a Twitter client and use their built in tool to retweet.

I used Tweetdeck to do mine. It also organizes them for ya.
