I have downloaded and tried to install this application but it looks to be infected or unsafe!

Nothing to worry about. NOD32 is very restrictive about software using methodes gaining access to keys and passwords, and this exactly what this software is capable of. Just ignore the warning.

Someone should update this article to indicate that this is the "Ultimate Boot CD for Windows" as opposed to the original(?) "Ultimate Boot CD" from http://www.ultimatebootcd.com/

Good point! Most people have forgotten the original since UBCD4Win is so complete and works.

Unless they obtained a license to distribute PE, I fail to see how that site has not been taken down.

They have an OEM License for PE Builder. PE Builder doesn't have anything to do with WinPE other than they both create bootable Windows environments.

The image that's for download is already built. Regardless of how it's been built it is still Windows PE which Microsoft owns.
