Microsoft releases Windows 10 builds 17134.165, 16299.547 - here's what's new

Today is the second Tuesday of the month, and that can only mean one thing: it"s Patch Tuesday. It"s like a monthly holiday for those that love to update their PCs, as Microsoft releases updates for all supported versions of Windows.

Naturally, all of the updates only include fixes, rather than new features. If you"re on the latest version of Windows 10, the April 2018 Update or version 1803, you"ll get KB4338819. The update brings the build number to 17134.165, and you can manually download it here. Here"s what got fixed:

  • Improves the ability of the Universal CRT Ctype family of functions to correctly handle EOF as valid input.

  • Enables debugging of WebView content in UWP apps using the Microsoft Edge DevTools Preview app that’s available in the Microsoft Store.

  • Addresses an issue that may cause the Mitigation Options Group Policy client-side extension to fail during GPO processing. The error message is “Windows failed to apply the MitigationOptions settings. MitigationOptions settings might have its own log file” or “ProcessGPOList: Extension MitigationOptions returned 0xea.” This issue occurs when Mitigation Options has been defined either manually or by Group Policy on a machine using Windows Defender Security Center or the PowerShell Set-ProcessMitigation cmdlet.

  • Evaluates the Windows ecosystem to help ensure application and device compatibility for all updates to Windows.

  • Security updates to Internet Explorer, Windows apps, Windows graphics, Windows datacenter networking, Windows wireless networking, Windows virtualization, Windows kernel, and Windows Server.

Those on the Windows 10 Fall Creators Update, or version 1709, will see KB4338825, and that brings the build number to 16299.547. You can manually download it here, and it contains the following fixes:

  • Addresses an issue that, in some cases, causes the wrong IME mode to be chosen on an IME-active element.

  • Addresses an issue with form submission in Internet Explorer.

  • Addresses an issue where DNS requests disregard proxy configurations in Internet Explorer and Microsoft Edge.

  • Addresses additional issues with updated time zone information.

  • Addresses an issue that causes the latest versions of Google Chrome (67.0.3396.79+) to stop working on Cobalt devices.

  • Evaluates the Windows ecosystem to help ensure application and device compatibility for all updates to Windows.

  • Security updates to Internet Explorer, Microsoft Edge, Microsoft scripting engine, Windows apps, Windows graphics, Windows datacenter networking, Windows virtualization, Windows kernel, and Windows Server.

Some non-English platforms may display the following string in English instead of the localized language: ”Reading scheduled jobs from file is not supported in this language mode.” This error appears when you try to read the scheduled jobs you"ve created and Device Guard is enabled. Microsoft is working on a resolution and will provide an update in an upcoming release.

When Device Guard is enabled, some non-English platforms may display the following strings in English instead of the localized language:

  • "Cannot use "&" or "." operators to invoke a module scope command across language boundaries."
  • ""Script" resource from "PSDesiredStateConfiguration" module is not supported when Device Guard is enabled. Please use "Script" resource published by PSDscResources module from PowerShell Gallery."
Microsoft is working on a resolution and will provide an update in an upcoming release.


If you"ve got a Windows 10 Mobile device on version 1709, you"ll get build 15254.490, which has the same fixes as the update listed below, since it"s an offshoot of Redstone 2.

Now, we"re getting into older builds that very few PCs are still using. If you"re still on the Windows 10 Creators Update, or version 1703, you"ll get KB4338826, or build 15063.1206. It can be manually downloaded here, and contains the following fixes:

  • Addresses an issue with form submission in Internet Explorer.

  • Updates Internet Explorer"s Inspect Element feature to conform to the policy that disables the launch of Developer Tools.

  • Addresses an issue that, in some cases, causes the wrong IME mode to be chosen on an IME-active element.

  • Addresses an issue in which DNS requests disregard proxy configurations in Internet Explorer and Microsoft Edge.

  • Addresses additional issues with updated time zone information.

  • Evaluates the Windows ecosystem to help ensure application and device compatibility for all updates to Windows.

  • Security updates to Internet Explorer, Microsoft Edge, Windows apps, Windows graphics, Windows virtualization, Windows kernel, and Windows Server.

There are no known issues with this update.

Next up is KB4338814, which is for those on the Windows 10 Anniversary Update, and that brings the build number to 14393.2363. You can manually download it here, and it contains the following fixes:

  • Updates Internet Explorer"s Inspect Element feature to conform to the policy that disables the launch of Developer Tools.

  • Addresses an issue that, in some cases, causes the wrong IME mode to be chosen on an IME-active element.

  • Addresses an issue where DNS requests disregard proxy configurations in Internet Explorer and Microsoft Edge.

  • Addresses additional issues with updated time zone information.

  • Updates support for the draft version of the Token Binding protocol v0.16.

  • Evaluates the Windows ecosystem to help ensure application and device compatibility for all updates to Windows.

  • Security updates to Internet Explorer, Microsoft Edge, Windows apps, Windows graphics, Windows datacenter networking, Windows virtualization, Windows kernel, and Windows Server.

As has been the case since May, there"s no new update for Windows 10 version 1511. There is, however, a patch for the original version of the OS, version 1507, since that"s still supported on the Long-Term Servicing Channel.

Those users will get KB4338829, or build 10240.17914. It can be manually downloaded here, and it contains the following fixes:

  • Provides protections for an additional vulnerability involving side-channel speculative execution known as Lazy Floating Point (FP) State Restore (CVE-2018-3665) for 64-Bit (x64) versions of Windows.

  • Updates Internet Explorer"s Inspect Element feature to conform to the policy that disables the launch of Developer Tools.

  • Addresses an issue that, in some cases, causes the wrong IME mode to be chosen on an IME-active element.

  • Addresses an issue where DNS requests disregard proxy configurations in Internet Explorer and Microsoft Edge.

  • Addresses additional issues with updated time zone information.

  • Security updates to Internet Explorer, Microsoft Edge, Windows apps, Windows graphics, Windows datacenter networking, Windows virtualization, Windows kernel, and Windows Server.

Of course, you don"t need to manually install any of these. The update that corresponds to your version of Windows 10 should automatically arrive via Windows Update.
