One of the sessions being held at WinHec is called "Enabling New USB Connectivity Scenarios in Windows 10". If you read into what will be talked about, it becomes clear that Windows 10, to no surprise, will support USB 3.1 Type-C and USB Dual Role.
The session description states the following:
Windows 10 introduces support for USB Dual Role and Type-C, which will enable new wired connectivity scenarios such a phone interacting with USB peripherals, or laptops connecting to an external display using the USB Type-C connector. This session will go into detail on how Windows supports these technologies and what you need to do to enable them
This type of support should not come as a major surprise as Microsoft has typically done a good job at supporting the latest USB standard not long after they are announced. Seeing that Windows 10 will ship in a few months and Type-C has already been approved, it makes perfect sense that the company will support the new connector natively from day one.
The new Type C connector expands the capabilities of USB as it now allows for power transfers up to 100W and can be used as proper cable to connect to an external display.
While the port is not widespread yet, as new machines start being announced, expect to see Type-C showing up alongside the classic USB ports as vendors ramp up support for the spec once Windows 10 arrives.
