Also, what time will Windows 8.1 be available in the Windows Store, on the eastern coast of the United States? Does anyone know?

When is the Windows 8.1 release date?

Microsoft has offered a Windows 8.1 preview release since 26 June, but the full consumer version will be available from 17 October. It said that it will go live at 12am on 18 October in New Zealand, so that means 12pm in the UK, 7am on the east coast of America and 4am on the west.

So you cant install 8.1 right after midnight which is technically October 17? This really stinks and is disappointing.

You are in CT so you'll be able to install it tomorrow at 7am.

I was expecting to download it at midnight tonight, because 12:00am is technically Oct 17. Its puzzling to me why Microsoft would not just release Windows 8.1 everywhere at 12:00am. I installed Windows 8 when it came out after 12AM when it came out last year.

Microsoft's new distribution manager John Smith claimed to have  a way to release 8.1 at midnight all over the world simultaneously. His idea was rejected as it seemed a little too wibbley-wobbley.

It releases 12AM on October 18th. Nowhere in the world would be October 18th tonight at 12am EST. Since New Zealand is the first place in the world to change times (unless you are in the Pacific ocean somewhere) we get it then, maybe if you go to Hawaii it will be at 12am "tonight" :p

Technically the release date is October 18, at the time when the first place in the world reaches Oct 18.  If it were being released at midnight everywhere, you would not be getting it until midnight tomorrow night, instead of early tomorrow morning.

According to Winbeta

"First of all, Windows 8.1 is considered an update and not an upgrade. The download will be available for Windows 8 and Windows RT users on October 17th at 4AM PST."

Which is midnight October 18 in New Zealand.

Is there some sort of trouble shooting for this?

Absolutely refuses to install on my machine.  First it was getting stuck at applying PC settings, so I uninstalled all drivers and now it gets stuck on setting up.  I don't really want to do a clean install just for this.
