Here's some more info, from MS docs directly.

 

8.1.2 was always planned, there were some rumors that it was canceled but it's not. We'll see more info about it next month at MWC. MS will probably release a new mid-level Lumia running this version, there's rumors of a possible 1330 or some new 5.7" phone, maybe a 1230?

There will be some "dead time" between now and the release of Windows 10 for phones and small tablets vFinal, so I think they want to keep on their update schedule with an update 2 for WP 8.1?

That plus bugfix for problems in current w8.1 phone builds and adding essential features till wp10 comes out for current phones.
