Win10 on Desktop+Laptop. Settings are merged how to stop this?

On my desktop I place the taskbar on top of the screen. On my laptop I place the taskbar on the bottom of the screen.

 

For some reason the latest revisions of Win10 mirror part of my settings on my desktop and force them on my Laptop.

 

If I set my taskbar to the top of the screen on my desktop the laptop will magically follow suit and move it's taskbar to the top of the screen. If I then move the taskbar on my laptop to the bottom of the screen the taskbar on my desktop will move to the bottom of the screen.

 

Besides removing my windows login from one of them, how do I stop this? it is driving me insane.
