Can I install Windows 10 and get it activated if become an insider?

I thought I read somewhere that if you become an insider and test new builds, MS will allow you to use Windows 10

The insider program has ended. You cannot install 10 and activate properly.

Not quite true, insider program is still ongoing, but windows 10 was not a free upgrade if you were in it. You still need to be running a valid license for win 7 or 8.1 for the free upgrade.
