Best Wordpress Hosting

I have one wordpress website, medium size, receiving about 1000 pageviews per day. I have a few plugins installed (ecommerce and such) and the site has around 400 pages. I have switched 3 hosts during the past 2 years because the website is incredibly slow and i think most hosting services oversell their resources. The website loads extremely slow, even if i run it with various caching plugins and even via cloudflare. Users have to wait 15-20 seconds for each page to load (99% of that time is needed to make the request to the server and the server to send back the html file - the images, css and everything else loads almost instantly - via cloudflare - so clearly this delay is caused by a slow apache / mysql).

So i'm looking for good hosting service to host 1 wordpress website : 500MB size, about 2-5 GB monthly bandwidth, cpanel required (i have several emails and might need to create some in the future). Can be a shared host, can be a cheap vps - my max budget is $15-20 per month (paid monthly). Dose any one hear about VPB.com? someone recommended me this. Any suggestions? Thanks!

One of the few places where you can get non-fake hosting information is:

It is heavily moderated since there is insane "hosting spam" on the internet so read the rules.

On the performance side, you need to make measurements on the server side to see where the bottle neck is. Could be a bad SQL query, could be a bad URL somewhere waitiing for a timeout etc. Or bad hosting of course.

And always run your website on your personal computer so you have a baseline to compare against.
