I think that the image shows that COVID isn't dominating the border states, it is dominating in Florida and Republican states like Florida.

Oh I know.  :)

 

But that image was created in response to Republicans complaining about the border.  They were trying to say that COVID was coming across the border... while ignoring the COVID that is already in these hotspot states.
