Name of this plugin

Hi guys. Can someone please help me identify a plugin that's used on this page? I mean the one in the footer, with "Was this article helpful" options.

I think it is just a custom thing, I don't think it is a plugin.

I thought about it, but then again I've seen this on many websites, even if instead of smileys it was rating stars or something else...
