I ran into this problem last night and can't figure it out. It's so odd that I'm not sure you guys can help, but I figured I'd try.

Running the latest Windows 10 insider build since it came out and all has been fine.

I was playing hearthstone last night and took a break to go have dinner. I came back and had a message to update to the latest version of Battle.net in order to continue playing. I clicked OK and waited a long time and nothing happened. I tried manually launching Hearthstone and I got a message about "starting Battle.net" that just stayed there forever.

I uninstalled Battle.net and rebooted. I downloaded it again and ran the installer. Instead of an installation setup process, I just got the Blizzard dialog box which said "Updating Battle.net". This stayed there for some time then just disappeared and then nothing. I went to the start menu and the battle.net launcher wasn't listed. I looked in program files, battle.net and there was just a single file in the folder.

I also noticed that every time I reboot, I get a message that there is an update for Razer Synapse (for my wireless headset). I keep running the update and every time I reboot or check for updates, it shows that there is an update needed.

After initially thinking this might be a Blizzard thing, I decided that Windows might have some problem. I opened an elevated command prompt and ran sfc /scannow and it gets to exactly 20% then says something about it couldn't run the requested operation.

Anyone have any ideas?
