How to restore multiple open browser windows upon reload

Before I upgrades to Win10, my Opera browser would restore all of its open windows (with all the tabs) when I restarted after powering down. Now Opera does not do this AFASIKT. I have the option checked to "start where I left off," but that does not do what I want.

 

Does anyone know if there is a way to get Opera to do this?

 

If not, is there another browser that will do this? It is very important to me, as I tend to keep a lot of windows and tabs open.

I just unchecked the option to delay this, and now it works as I want.
