When I go to chrome://downloads/ and use the hamburger menu to click 'Clear all', they go.

 

But if I restart the browser and go back to the page, they're all still there.

 

This has happened for at least a few months.

I was able to reproduce this. In my case it's because I have a third party download manager. When I clear all downloads in chrome://downloads and restart the browser they are all back, because the download manager is saving that data.

 

If I clear all downloads in the third party app, and restart Chrome, they are gone.

  • TopCashback Notifier
  • Home Button At Top Right
  • HTML Revealer and Password Revealer
  • I don't care about cookies
  • ImprovedTube
  • Night Mode Pro
  • Pace4Chrome
  • Quickdo Cashback Reminder
  • uBlock Origin

I wonder which one could be interfering with it?

I have uBlock Origin so probably not that one. Maybe disable all extensions and try?

Disable them all, then re-enable one by one and see which one causes it. Shocker, you're going to have to do a little work here to figure it out. I can't reproduce this on any machine of mine.
