Start Menu randomly quits working

This has happened using Windows 10 1511-1703.  It's not frequent, and a reboot fixes it, typically, but I've had this happen many times.  I know there were issues with turning off firewall causing this, but it's not disabled.  Just curious as I saw it a few times last week on a couple of different machines at work.  

 

Anyone know a cause or fix?
