All other components (Router #1, Router #2 and, PC #2) are ON at all times. My networking skills are practically non-existent. Download videos from PC to iPhone and play them to iPhone. 2. Play videos from iPhone to PC monitor wirelessly. 3. Play videos from iPhone to Sony Smart TV (old one) wirelessly. 4. Play videos from PC to Sony Smart TV (old one) wirelessly. All that without to use gadget like Chromecast. Just using the wireless and router. If it’s possible of course. You can achieve this by installing a media manager like Emby or Plex so you would need the server variant on your PC and the client which you can download in the Apple app store for your phone. You'd have to check if Emby or Plex can be installed on your Sony TV before you decide which server to use, at worst case scenario you might have to enable DLNA in the Plex server so you can view media files on your TV through the DLNA method on the TV if it does not support Emby or Plex apps and casting to it. As a last resort you might need Kodi if that is available for your Sony TV to connect to the Emby or Plex server, there are plenty of walkthrough guides on the internet for each of these servers and I personally use Plex which has a wizard to help setup the server (your PC).
