Power Plans Missing

Windows 10 Home 21H1 19043.1110, Just noticed that my power plans are missing. Opened  "power options" in Control Panel and got the red X message "your power plan information isn't available". Did MS remove them from windows? Tried numerous fixes like command line, regedit, etc. found with google for missing power plans but no work. I can live without them I guess but it's a mystery as to where and why they are missing????

Have you restarted? Not done a shut down but a restart?

yes I have done a "restart".

I also have reinstalled Windows using the May 2021 ISO with the same result, red "X" with "your powser plan information isn't available" when using Power Options in Control Panel. I am beginning to suspect that this is a MS change that was done before the May 2021 ISO was created?? And the power plan options removed?
