Windows 11 Home requires internet to complete setup, but there's a workaround (no longer works)

There it is explained that you can do the Windows 11 Home Setup locally, just Alt + F4 click when the Wi-Fi page appears in Windows 11 Home Setup. And exactly this method doesn't work anymore, I tested the latest Windows 11 Home 10.0.22000.160 version from August 19, 2021. Alt + F4 has no effect nothing happens, I get stuck Windows 11 Setup. There is no way to complete Windows 11 Home Setup offline.

 

 

Tested: Windows 11 Home 10.0.22000.160 version from August 19, 2021

 

1) Windows 11 Home - Page 1

Is this the right country or region -> click Yes

Is this the right keyboard layout or input method? -> click Yes

Let's connect you to a network -> Alt + F4

5) It does not go on for step 5 because I always get stuck at step 4. Windows 11 Home setup cannot be completed offline.

Eh, turns out it was not as specials as I thought it was. apparently you can do a shift+F10 and get an elevated command prompt during the OOBE setup on windows 11

So I just installed Windows 11 on a garbage HP stream laptop.

 

It got to the Wi-Fi section, so connected to Wi-Fi, hit next, and then I enabled airplane mode and hit the back button.

 

Then it prompted me for a local account. I entered my name. I clicked next...

 

Windows 11 was not amused and got angry with me and gracefully restarted. Once it rebooted it took me straight to the Microsoft account sign-in page, it also re-enabled Wifi, and now I couldn't use the hotkey to turn airplane mode back on.

 

Then I did a Shift + F10 to get an elevated command prompt.

 

From there I just did an ipconfig /release and while the IP was released I just hit the back button. ...BOOM! Local account.

I find it really tragic that you have to either get Pro, or go to this level of trickery to simply avoid signing in with a Microsoft Account, 

Hello,

 

I tried performing a clean install of Windows 11 Home on a laptop and did not connect to Wi-FI, and unplugged the Ethernet cable after I was prompted to set up a Microsoft account.  I was then able to create a local account without issue.
