"What If" is more than a party game, and victim's rights are taken seriously here. In all 50 states they can make a victim's impact statement to the court before sentencing.

Violent crime decline 1990 - 2020 per-100k (source: Statistica)

 

Some were locked up with long sentences.

 

Some were perforated by intended victims, cops, whoever. 

 

Some were deterred by 1 & 2.

Not really surprised that CA allows parole for murder. Here in MI first degree murder is mandatory life without parole. 

Here in Florida,  the penalty is death.
