Looking for a Telegram bot

I use Telegram a lot and one channel that I am on is being flooded with at least one user from Persia who keeps creating an account and then typing in Persian, the channel owner has requested that they speak only English, but they don't, and end up getting kicked and blocked. I am wondering if there is a bot that can installed that will prompt the user to answer a question in English or a bot that can monitor for these types of accounts and kick them automatically. If anyone knows of a bot that will do that, please let me know!
