How to open .17 file extension ?

I have some files  with .17 extension.

 

I can not open these files  using MS WORD.

 

I want to open it and want to export it into PDF.

 

Which application can open this file and save as PDF ?

 

please let me know If there is any free Android  mobile app  which can do the same. I will be happy to use Android mobile app to open and export into PDF.

".17 is a file extension commonly associated with IBM Voice Type Languages Scripts Data files. IBM defined the IBM Voice Type Languages Scripts Data format standard. 17 file format is compatible with software that can be installed on Windows system platform."

 

VLC media player might be able to open it.
