Is there a way to prevent someone from leaving a voicemail on my android phone via settings or 3rd party app by just adding the number without them having to call you from that same number?

Well you could download Truecaller from the app store, it blocks most of the common spam callers as well as provide enhanced caller-ID. You can configure it to block numbers without them having to call you, as does the standard default dialer, simply touch the 3 dots in the right corner, scroll down to Blocked Numbers and you can add any number to that list.

Blocking a number from leaving a voicemail probably has to be done at the carrier level...whoever your carrier is.

Yeah 100%.

 

Ask them to disable VM. 

 

Doubt you can do it properly other wise.
