Unable to drag to Taskbar in Windows 11 22H2

I did a clean install of Windows 11 22H2 using the release preview ISO. However, as soon as I join the domain at my work, I seem to lose the ability to drag items to Taskbar to bring a window to focus. I have to use ALT+TAB while holding the file to be able to drag it to the requisite window. 

 

Does anyone have an idea what could be causing this? There are no such issues on Windows 10 even when on the domain network. I thought Build 22621 would finally allow me to have that functionality back but I'm totally stumped as to what might be causing this.
