Question about iTunes card

I have a friend who lives in Romania and uses an iPhone. If I bought an iTunes card here in the US, could he use it in his region? I know that Google Play cards are region locked, but I have no experience with iTunes.

You can't redeem Apple Gift Cards or App Store & iTunes Gift Cards outside of the country or region of purchase. For example, if you bought an App Store & iTunes Gift Card in France, you can't redeem it in the App Store in the United States.

So the same region-specific guidelines that Google has.

Thats typical of any giftcards, not exclusive to Google or Apple.

It makes sense given the differences with currency, tax etc in different regions. 

I suspect it's also to stop a market in fraudulent gift cards.
