Windows slideshow or live wallpaper causes File Explorer to refresh

If you have Windows slideshow set for your wallpaper or any sort of Live wallpaper, like in my case "DesktopEarth" and "Automatically pick an accent color from my background" enabled in Personalization > Colors then File Explorer will refresh every time the desktop updates.

To avoid this 

• Right-click on your desktop
• Select 'Personalize'
• In the left-hand side of the menu that comes up, select 'Colors'
• Check the toggle "Automatically pick an accent color from my background" - turn it to OFF
• Pick a color

And that's it - Explorer should stop refreshing now as the accent color is static.
