If you use Firefox or Chromium, that is indeed true.

There are very lightweight browsers that might still work decently. Think of terminal browsers (LYNX) or browsers based on WebKit (Epiphany & Nyxt).

Alpine Linux uses 58 MB active RAM if no apps are open in the beginning of  a session. I use river wm on Alpine.
