USB incompatbility between specific device + Mobo

Looking for some ideas to help troubleshoot a USB compatibility issue.

 

I'm a sim racer. I have bought a new wheel, SimMagic GT NEO, it connects via USB to my race rig pc AS Rock B650M RS Pro Wifi

The wheel works fine on every computer but my rig w/AS Rock mobo.  When plugged into my ASRock is lights up, but does not detect. When i use Nirsoft USBDview on a computer where the wheel is detected correctly, it shows (attached). One my AS Rock Mobo it does not show at all.

I've tried, every USB port (blue USB3 and normal on my Mobo). Disconnected every other USB device. Updated the BIOS on my mainboard, AMD Chipset drivers.
i have ordered a powered USB hub on order, but based on the USBDview, it's not drawing that much, 100 mA, so i'm not hopeful.

 

Just wondering if anyone has any good ideas on troubleshooting? i don't really know how to troubleshoot USB.  I'm hoping this doesn't end with, replace the ASRock mobo.. but.

 It sounds like the wheel demands more power than the motherboard itself can passively provide.

i dunno, in my screenshot above USBDview shows it only draws 100mA... that's no where near the 500mA max a device can draw from a USB2 port, and the device does present as USB2.. i don't understand it.. And it didn't work when it and 1 optical mouse where the only 2 USB devices connected to my freshly rebooted PC. Even more baffling.

 

I think either Simmagic or ASrock did something slightly goofy with their USB implementation, and we'll probably never know..
