Thin Blinking Line bottom of taskbar / monitor

I don't know if this is hardware or windows related, but I just noticed it tonight. On one of my monitors, theres a very thin line that blinks non stop, right beneath my windows taskbar. The monitor still works fine, I have 3 monitors all the same brand/model and this is only happening to one monitor. Anyone know what this is? I tried rebooting my system but that didn't fix. update : I've tried swapping display port cables from my one of my other 2 monitors I have connected and still the same thing. I also tried updating the graphics drivers as well. 

update 2 : I youtubed my problem and someone said try messing with the refresh rate which would temporarily fix it, and when I lowered it from 165 to 144, then to 120, then to 60 it just kind of made the lines static..like just stay there and not blink. Thankfully it doesnt bother me really, I just noticed it a few days ago since its not my main monitor that is center where I game on mostly. And also it is under warranty since I bought these monitors on black friday last year.

My monitors are still under warranty since i bought them on black friday last year, I don't know though if I want to get it replaced, it's not that big of an issue really..just wanted to try and figure out what the problem was, and how it happened. Can this happen from the monitor being on for long periods of time?

update 3 : I tried what another user suggested on reddit, which was to try switching the cables connected to the power brick. I tried that and that didn't work, the problem was still there on the one monitor. I think I'll just call MSI in the morning and see what they say, hopefully it's just a power cable and I can get that replaced without having to send the whole monitor in, since I don't have the box any more. But still, I still like would like to know what ya'll on here think the problem could be and if anyone has had a similar issue. The model of my monitior is MSI G274QPF

I could be talking rubbish, but that looks like it blinks in seconds. So if you set your time to display seconds, you would see that it goes on for a second, disappears for a second, then comes back on...so on and so forth.

If you set your taskbar to autohide, does the line disappear when the taskbar isn't on the screen?

No it doesn't go away, it's still there when I set the taskbar to autohide
