Getting hold of standard drivers is still possible although they're very out of date (security fixes only so won't have the various features/patches for modern games). If your issue is with the new Nvidia App you can just opt not to install it from the normal installer, the only other difference is that the control panel is a windows app with the dch drivers, it even works on LTSC builds so I can't understand why you'd still need the standard drivers....

The easiest way to control your nvidia drivers is with an app called nvclean install, which also has the option to remove the telemetry etc should you be privacy orientated. If you tick the box for "show all driver versions" it'll allow you to choose the standard drivers from the list.
