He might as well sign Garcia, put Quincy Carter at backup, and try and get Keyshawn Johnson signed. Personally, I can't see the Bears or the Raiders going after Garcia. The Bears have Rex Grossman in waiting, and from what has happened to Kordell Stewart, I think Grossman gets the starting job. The Raiders have Gannon, but Garcia is not young either. So, in a couple years they will be right back where they are now. The Raiders are better off picking up Eli Manning. The Bucs have Brad Johnson but Chris Simms is in waiting. I think teams are better off playing their top draft picks right off the bat...like Houston with David Carr, unless you have a solid, veteran starter who will give you 3-4 more years. Hell, Cleveland/Balitmore might as well pick him up. A solid starting quarterback like Garcia could make a HUGE impact; especially with the Ravens.
