Most military installations are placed away from major cities where they can do that with surgeory practice for one, for another they can't actually do the surgeory in a hospital like that, how would civilian insurance companies feel about that and the clients? This reminds me of a great Saturday Night Live skit from back in the 90s where "Clinton" outlined his plan for national health care... "Everything will be covered, well, almost everything... As a matter of fact a lot aren't, especially in the air force. So yes they do. And they've done this for a very long time as I've said before. And wouldn't you want the guy getting a bullet out of your body already in practice and you not be his first through tenth patient that's under the knife? Besides its not like you can just go get one. They don't just give it out or say "ok every Friday we give free breast enlargements!". Its not common, but its not like it doesn't happen either.
