PayPal Giving Customers Emails to Spammers

I recently contacted PayPal in regards to an account issue, after the reply was given I have been receiving emails from PayPal to rate their service. On the bottom of these emails is an Unsubscribe to the survey, the link for this goes like; http://ebay.benchmarkportal.com/paypal/opt...*&client=paypal

Now if you just remove the last bit and change the numbers you are given the email addresses of thousands of PayPal customers are displayed, eg;

http://ebay.benchmarkportal.com/paypal/opt...?id=400100000**

http://ebay.benchmarkportal.com/paypal/opt...?id=40010******

Here are examples and I wonder If paypal will fix this cause Its been **** in the past couple of months.:

Wow, I think they got me. I keep getting these e-mails from Paypal that say my account has been flagged and tell me to "click here" to verify my information. But there is no link to click on. I've gotten like 10 of them in the past 24 hours.
