old SIS 535 chipset based system

working on an old system from probobly 98- 99.... or early i'm not really sure..

The computer was built from some local place here back in the day. The system is based of the SIS 535 chip set best I can tell, because of "sis 535" wording on a big orange heatsink like chip on the motherboard. i'm trying to find some model number or company name on the motherboard but I can't see one.

The thing is, it turns on but no video display (no post) now the fan on the cpu is sticky where it hadn't been running for her, but this computer i'm guessing is a P 166 not pumping out much heat, and were it could be the processor i'm not so sure it s not both the processor and the motherboard, because for kicks I pulled the stick of ram from the computer and turned it on and got no beeps i(Indicating brain dead motherboard), and if it was the cpu was fried you would think I might would have gotten some sort of beep.... at lease from the ram being pulled. I can tell if its the , CPU motherboard or both.

any good ways to tell?
