Not all users use all the space at the same time, so they don't actually need to have that much space on their servers. I use 100mb and the rest is unused and their servers can store somebody elses mail in that space. When I get more mail, they just store that on their servers and tell me I have that much less free space on my account. It's like... banks and insurance companies. If we all took all our money out of a bank they'd go bankrupt. Same here, if we all use our 1Gb of space they'd run out of space pretty soon. So I gues they were testing Gmail for a year to see users habits and now they see that they can increase the size of the accounts.
