I have heard that there will be 1200 new icons in Vista. MS has a document, I have the URL somewhere, of what images developers can and can't use (and if you're using a non MS development environment then the answer is you can't use any). I'm not sure what their position on using images ripped from betas is, but I assume the same. A lot of icons in my pack were created by me using Vista icons, some icons were fully created by myself.
