It can be found on the RC1 DVD, but only on the german one. Vista Starter doesn't include Aero and some other stuff. Didn't notice this part until now, but I believe you can access Starter on any RC1 DVD if you skip entering a product key at install time. The installer will give you a choice between all Vista editions ranging from Starter to Ultimate and then proceed in unactivated mode.
