Notice how in the picture, it says "For your security, some settings are controlled by Group Policy"?

That is why it is disabled.

If you are on a domain, then it is the domain policy, if not, try going into the Group Policy Editor on your pc

and disabling those settings.

If that doesn't work, you can delete them out of the registry.
