No, you don't need to make Floppy Disks. it will work without using them.

But it will not work as "router", Just Internet connection sharing.

What do you mean by Proxy? ICS doesn't use a Proxy in the sense of a corporate proxy server, but a NAT does funnel all requests through a specific IP address.

Windows ICS doesn't require networking setup disks - WinXP ICS provides disk to auto configure clients if don't know how, but basically, ICS is a NAT/DHCP, so you basically need to set all your clients up for DHCP and they will auto configure themselves to use the ICS machine for DNS, gateway, etc.
