Ok this works for me everytime.

Release the IP somehow.... Although i can't remember where this is done.....somewhere in the connection settings though.

Power off modem and leave it unplugged for 12 hours.

Power on again and you probably have a new IP.

Alternatively, using a different ethernet card will give you a new IP or swapping to a USB connection although this isn't recommended.

Why do you think you need some special program to change the mac of interface in windows?? Most every driver I have ever seen allows for it.

As to why the OP would want to change there IP? There is NOT ONE LEGIT REASON too.. He is trying to circumvent something, plain an simple. This is the ONLY possible reason to want to change the public IP.

Are you SURE thats your model number? Your in the UK, correct?? From the dlink UK support site
