My thinking is that since lot of Japanese male are becoming more and more otaku now a days and prefers pillows instead of actual girl that japan is losing its population. More and more Japanese female prefers westerner and want more money before they get married and let’s face it 80% of Japanese man lives in a 1 room flat. So to cut down these otaku numbers Japanese government is going for the root of the problem Manga’s. Wow, that's actually it? Seems like quite a weird way to deal with that problem to me. Kubo announced there's still 10 years of bleach left (not that surprising), current ark is short but the next one would be as big as the ss. How the hell does seikon no qwaser get a second season when there are shows like berserk and gantz that they left in limbo (I realize the mangas are still being made).
