That guy took it to mean that the only way to install is to do an upgrade and only from Vista SP1. What they actually meant was that if you want to upgrade, as opposed to a fresh install (which you can obviously still do), you must do it from Vista SP1. We are not yet announcing anything regarding finalized upgrade paths for Windows 7 I assumed the was talking about the beta, I could (I hope) I'm wrong, but I cant get on the blog so I haven't been able to read more recent posts. Vista RTM/SP2 or xp may or may not work probably. You need to read it properly and what I said. They are saying the only way *to upgrade* is via Vista SP1.
