It does that when you didn't run the script before. One run and you can refresh as long as you like. They seem to have removed the script though, so now only those who had ran it previously and didn't have their cookies deleted and/or ip changed are able to hammer it. Check your cookies, login and origin (type the productkeys address on top of technet's main page while logged in). Also, it seems that you must run the product key script before, also from the technet page while logged in (https://www.microsoft.com/betaexperience/scripts/gcs.aspx?Product=tn-win7-64-ww&LCID=1033).
