so the best result will be using 'Axialis IconWorkshop' to convert .png to .ico (for create it to many size)

than, use 'photoshop' to save .ico to .ico (for bigger view in window explorer 128x128)

is there any setting in 'Axialis IconWorkshop' can make it a bigger view in window explorer? because 16x16 is way too small to view...

Majority of icon editors create multiple image sizes. The "problem" is in Windows Explorer, it has its own rules how to display .ico files information. Here is a bit more about this topic: http://wiki.rw-designer.com/Ico_Files_in_Explorer

Windows 7 paint can now do this natively as it supports proper transparency for both PNG and ICO. Though of the various sizes stored in .ICO files, I think it opens only the default one.
