It was still replaced in Windows 7 - the Sticky Notes application in Windows Vista was very limited, compared to the one which replaced it in Windows 7. The one in Windows 7 has more functionality of both Vista's Sticky Notes application and the Notes gadget, so they thought it would be a good idea to get rid of the Notes gadget.

What they don't realise is that many found the Notes gadget useful as a gadget (e.g. for when we need to make it opaque or for when we don't wish to have it taking up valuable taskbar space). I tend to have everything on my desktop opaque to some level and you cannot do that with the Sticky Notes application, but you could always do that with the gadget. Also, Notes just works better for me as a gadget because of the flexibility the gadgets have and the fact you don't need space in the taskbar. For those reasons, I use the Longer Notes gadget which Xinok linked you to. It's really handy as you can make it smaller, like the previous Notes gadget, or bigger :)
