I think the point of not weighting the drawing to benefit "active" members is to encourage people to sign up. I don't want to win, I don't want to look like I subscribed when I didn't. I think it would be better giving the subscriptions to people who are more beneficial to the community as a whole, instead of random members. I don't know if trhe MVC's get any of the tier 2 benefits, but if they don't, then they would be better suited to receive them.
