I think the point is that people want to be able to use 64-bit versions of their favorite browsers, but Flash not being 64-bit is a show-stopper. Otherwise, I believe most people couldn't care less about 64-bit Flash. However, with out of process plugins, you can still run your browser in 64-bit and have Flash run in 32-bit. Problem solved.

I've never done any benchmarks, but I do think Safari feels snappier in 64-bit mode.

64-bit apps run better than 32-bit apps when using a 64-bit OS. Therefore we should be requesting both OOPP and 64-bit Flash. We want the best end user experience, not just a fix to a problem.
