Help converting an image to Adobe Illustrator Vector Graphics

Hi I have this image which I would like to convert to Adobe Illustrator Vector Graphics image. I don't care about the insides of the image as long as the image can be made transparent with just the black edges being vectors. It's a map of a land that I would like to scale big or shrink it as required and then fill any colour I want in the white space in the middle.

Is this even possible? I have got Adobe CS3 Photoshop Extended and Illustrator but I have no idea what I am doing there! Attached is the image. Thanks in advance.

You can open the image in illustrator and trace it using the pen tool.
