I read somewhere they were only going to do it for achievements unlocked online. That would've screwed me over, because for some of my Gears 2 achievements I unlocked them online (partly because of my crappy dorm connection at the time, and the others because I couldn't connect to Xbox Live when I downloaded the leaked NXE).
