Cannot be overemphasized - a clutter phrase?

The idiocy of actually believing that a Nigerian prince wants to share his fortune with you cannot be overemphasized. There could be better examples but this is the first that came to my mind.

I get the feeling that you've seen or heard this phrase being abused.
