Instagram revealed in May of this year that it would be testing a tool designed to let users highlight certain comments on their posts in order to control the tone of conversation in the comment thread. Today, that capability is rolling out to everyone.
You can now pin comments to the top of your post. To do so, simply swipe on a comment you want to highlight and you will see several options for managing that comment. There's a pin icon that will appear alongside the options for replying to, reporting, or deleting a comment. Instagram announced the feature's availability on Twitter.

The new capability complements Instagram's earlier efforts to advance healthy conversation on the platform. In June 2017, it introduced an AI-powered tool built to detect spam or offensive comments. It remains to be seen now how the new feature will help users advance positive interactions on their profiles and ward off nasty comments that border on cyber-bullying.
